Description

Under the supervision of the Manager of the Corporate Facilities Department, the Development and Construction Manager is responsible for cost estimating and providing construction expertise to minimize project risks while achieving maximum value of Bank’s investment of the projects for all real property assets owned or leased by Bank of Hawaii Corporation (BOHC) and its subsidiaries as well as any income-producing properties.  Ensures the business unit’s compliance with applicable laws, regulations, regulatory requirements and Bank policies and procedures, including but not limited to those related to Fair Banking, Anti-Money Laundering laws and regulations, Bank Secrecy Act and USA PATRIOT Act.  In addition, this position is responsible for demonstrating the Excellence in Sales/Service (ESS) philosophy by participating in and practicing ESS disciplines and behaviors. 

     

Responsibilities

  • In collaboration with Corporate Facilities team leaders, gather details and compile data to define project parameters in terms of scope, time, cost and feasibility. 
  • Fulfill the need for preconstruction services including preparation of conceptual estimates, scope development and analysis, and project timelines. 
  • Present project business case for funding approval to Executive Management.
  • Recognize and recommend opportunities to value engineer design development drawings. 
  • Identify document conflicts and determine strategy for bidding. 
  • Assist Project Manager in contract negotiation and cost control.
  • Collaborates with Project Manager and recommends appropriate actions on any RFIs, Change Orders and/or conflict resolutions. 
  • Review and assist in defining construction standards and use of proper construction means/methods, to establish high and consistent quality of work is upheld for all Bank projects.
  • Serve as advisor to manage and mitigate risks on Bank’s construction projects, ensuring work performed is in compliance with industry standards.
  • Review and modify policies and procedures for obtaining bids for projects and developing and maintaining a database of metrics and other consistent measures by which to evaluate bids and proposals. 
  • Conduct post project evaluations to measure achievement of project goals, validate project budgets and timelines, and calibrate project parameters as necessary for future projects.
  • Oversee third party tenant construction, to ensure work is in compliance with Bank building standards and approved City & County permit drawings. 
  • Review and approve issuance of tenant improvement allowance (incremental and/or post construction lump sum), upon compliance with Tenant’s lease obligations.

 


Qualifications

EDUCATION: 

  • College degree or equivalent work experience.

 

EXPERIENCE: 

  • Strong construction background, with minimum ten years of comprehensive commercial cost estimating and project management experience, including ability to review and interpret architectural plans, draft Requests for Proposals, review contracts, develop and manage budgets and oversee projects to successful conclusion. 
  • Experience with ground up construction is preferred. 
  • Five years of management and leadership experience.

 

TECHNICAL SKILLS: 

  • Demonstrated use of PC/computer applications to include but not limited to Projects, Excel, Word, and Outlook.  
  • Ability to use AutoCAD is preferred. 
  • Working knowledge of Hawaii building codes and ADAAG regulations.

 

OTHER JOB QUALIFICATIONS: 

  • Good verbal and written communication skills, to include presentation skills to executive management. 
  • Good collaboration skills and enjoy working in team setting. 
  • Must be able to provide own transportation or to operate a vehicle with a valid driver’s license, and ability to commute and arrive at intended destination in a timely manner and/or as required. 
  • Travels by air as required.
